“Cook” is the Program Coordinator for the New York State Gang Prevention Center located in Albany, NY. Their
mission is to save lives of the many young men and women involved in the gang culture. By providing GED
programs, job placement, mentoring programs and other positive diversions, NYS Gang Prevention Center
continues to fight the good fight one member at a time. The National Gang Threat Assessment 2009 used the
National Alliance of Gang Investigators' Associations (NAGIA) definition of a gang: "A gang is a group or association
of three or more persons with a common identifying sign, symbol, or name who individually or collectively engage in
criminal activity that creates an atmosphere of fear and intimidation."

Organized Burglary Ring Expected to Commit
Roof Top Burglary September 6, 2009
A Houston based burglary team has been conducting major roof top burglaries
across the country for several years. The burglaries are well planned and
executed with roof top entries and destruction of camera surveillance systems.
The groups disable alarm systems and then watch for police response before
team members enter the business and steal truckloads of property including
cigarettes, jeans, perfume, tools, and other items. The burglary team is
suspected to be led by ORLANDO ABAD LOPEZ. The burglary teams are
primarily comprised of illegal immigrants from Central America. Businesses
the burglary team prefers are located in strip centers with easy access to the
rear of the business. The most recent burglaries have targeted JC Penney
stores and most have occurred on Sunday nights and have been discovered by
employees coming to work on Monday morning. It is suspected that this team
has hit JC Penney stores in Indianapolis, Indiana on 06-22-2009, in Pasadena,
Texas on 07-03-2009, in Rosenberg, Texas on 07-26-2009, and in Covington,
Louisiana on 08-16-2009 and in Lafayette, Louisiana on 08-19-2009. It is
expected that if the recent pattern continues that another JC Penney store or a
similar store will be hit on Sunday night, September 6 or September 13, 2009.

• Weiner’s Department Stores
• Beall’s Department Stores
• Service Merchandise
• Home Depot
• Pep Boy Auto Parts
• Tobacco warehouses and retail stores
• Clothing, perfume and cologne wholesalers
• Jewelry stores
• Eckerd’s Drugs
• Walgreen’s Drugs
• Academy Sports & Outdoors Stores
Burglary Modus Operandi
The team participates in casing and scouting missions with these missions
often taking place in the days prior to the burglaries. The burglars will watch
the targeted businesses to establish business and police patterns. The burglars
will enter the businesses prior to the burglary and obtain building and alarm
information and they may take photos or create diagrams of the business. A
person suspected to be LOPEZ was observed taking pictures using his cell
phone of the JC Penney store in Covington, Louisiana the day before the 08-
16-2009 burglary.
